There two completely different cosmetics, Lipliner is used around the lines of your lips to stop mainly lipstick and sometiems lipgloss from bleeding.
eyeliner is used on your eyes, and come sin different colors.

no, you use lip liner on the edge of your lip to make it appear larger. Eyeliner is used on the edge of the bottom of your eye just to make you look pretier.
no lipliner is to line the shape of your lips,
eyeliner is for the bottom and top rims of your eyes.

they ae different, they are made to be sensitive to ur eyes and lips. tryint he other way around would be potentionally very harmful!
