How do you put lipliner on and where do you get it from?

i have gone to about 3 shops and cant get it

Even walgreens has it. Supposedly lipliner should be one shade darker than your lipstick, but I wouldn't suggest wearing it. The stuff is quite outdated.How do you put lipliner on and where do you get it from?
I get mine in drug stores that carry Maybeline and Revlon. Pick a shade that's one notch darker than your lipstick or same hue will be great too. outline your lips gently and apply lipstick carefull not to touch the outline too much. Lip brush will help if you are not comfortable with the lipstick's big blob LOL. make sure the lip liner is not too dark compared to your lipstick because it might look odd, consult the mirror to achieve the look you want though. and not too light either

you put it on before lipstick and then you blend it
Try Macy's. If you don't know how to put it on, you can consult with one of the make-up artists there. They could probably put it on for you and explain how to put it on correctly and tell you what kind of lipliner is the best to buy. If you don't want to go to Macy's though, I'd try a supermarket or any type of drugstore (especially CVS).
