What is the purpose of lipliner?

I dont wear much makeup and Ive never used lipliner.what purpose does it serve??What is the purpose of lipliner?

I think it is to keep lipstick from ';bleeding'; around the outside of the lip line. Also to define the lip line. Lipliner is supposed to match the color of the lipstick and should not be drastic. I use my finger to smudge it a little bit.
